PJC Regents approve budget for 2010-2011

After receiving no comments on the proposed 2010-11 budget for Paris Junior College, the Board of Regents began its regularly scheduled meeting with the commendation of Cathie Tyler, instructor of art, upon her retirement. PJC President Dr. Pam Anglin presented her with a plaque in appreciation of her service. Vice Chairman Rachel Braswell congratulated Tyler on the high quality of the art program under her leadership. The regents approved the 2010-11 budget, which includes $11.9 million in federal student financial aid, totaling $34,871,443. Next, the regents heard a report from Achieving the Dream Data Coaches Dr. Kent Farnsworth and Dr. Rhonda Glover on PJC's progress after completing three of the five years in the program. Dr. Farnsworth said Achieving the Dream was created to address three issues: a widening gap in the skills levels of American workers versus what employers needed, rapid globalization of the economy, and the growth in immigrant and minority populations that are also the least educated in this country. Analysts identified community colleges as providing solutions. "Paris was selected to participate in this program because of a very good application," said Dr. Farnsworth, "and they are one of the colleges engaged in a series of experiments to improve student success." According to Dr. Glover, studies now show that students were coming in the front door, but not finishing with degrees or certificates to give them skills needed for the workforce. PJC is one of many community colleges now taking the data identifying student stumbling blocks and making improvements. She commended Dr. Anglin for her strong support for student success. In addition, the Regents:
  • Received a good financial report from Vice President of Business Services John Eastman.
  • Renewed a general property deposit of zero as the existing policy of blocking transcripts or registration until a damage bill is paid is working well. Setting the amount is required.
  • Approved the Certified Tax Rolls from the Tax Appraisal Office with a total taxable value of $1,525,241,191.
  • Approved an effective tax rate of 0.18974 for 2010-11 to generate the same amount of revenue as the current tax rate of 0.1850.
  • Authorized contracting with SHW Architects to design the new Science and Technology Center to continue with the facility master plan for all three campuses. This is the company that designed the new Greenville building.
  • Approved a right-of-way transfer to the City of Greenville, which is ready to begin construction on Monty Stratton Parkway connecting I-30 to the PJC — Greenville Center once right of way approval is obtained from all property owners.
  • Approved transfer of up to $2 million unrestricted funds to the plant fund, Renewals & Replacements. These funds may later be applied to the new Science and Technology Center construction.
  • Received the President's Report, in which Dr. Anglin reported that no sealed bids were received for the 256 acres of college land last month. The law mandates that the land may not be sold below appraised value. The Achieving the Dream Strategy Institute will be March 24-26 and selection of regents to attend will occur at the September meeting.
  • Accepted the reassignment of Jeff Norris as instructor of mathematics in Greenville; the hiring of new employees Shane Boatwright as chief of security, Philip Briggs Jr. as instructor of music, Marian Ellis as instructor of learning skills, Yvonna Goldsmith as coordinator of nursing home training, Misty Long and Jill Reynolds as Educational Talent Search high school advisors, Lana Steich as instructor of mathematics, Albert Talley as assistant men's basketball coach, and Anne Marie Ward as instructor of mathematics; and the resignation or retirement of instructor of mathematics Heather Allen, college readiness advisor Brad Gifford, Director of Upward Bound Carole Pickering, Small Business Development Center counselor Rudy Slusher, Educational Talent Search high school advisor Catherine Smith, and instructor of learning skills Crystal Torti.
